The administrative precedent in Uruguay

The question about whether the administrative precedent, that is the previous decision of the Administration on a similar and previous matter to which it is currently to be resolved, is a source of law or not, has raised different doctrinal opinions in Uruguay and the comparative law. In this work we compile the different positions to arrive, in short to our conclusion on a subject whose discussion does not end with it; on the contrary, the discussion is open not only on the conditioning that the existence of the precedent implies for the Administration, but also on the scope of the same even with respect to other Public Administrations.
