Abstract

The strategic public purchase seeks the incorporation of environmental, social, ethical, innovation and promotion variables of SMEs, complying with the general principles of public procurement. The notion was strengthened on the European stage from the European directives on public procurement of 2014, and reinforced particularly in Spain, with the entry into force of Law 09/2017, on public sector contracts, which states that in all Public procurement must introduce fundamentally social and environmental criteria that are related to the object of the contract, and in addition, access to public procurement of SMEs will be facilitated, within a notion of efficiency in the investment of public resources.
