Nature and process of the government contract

Is axiomatic the power of the State to adopt contracts with the goal of advancing its public objectives. Through this mechanism, many of the government's mandates can be reach. This kind of agreements are made without infringing the official authority and without an alienation of public power. In this way, the transmission of functions does not transfer or delegate public powers of the State. This will, to realize the objectives while preserving guarantees of control, it constitutes a transcendental characteristic of this type of contractual arrangement. Thus, builds a scaffolding of processes designed to harmonize the interests presented in the contractual relationship looking to transform the contractor in a collaborator.
