Comment on the requirements indicated by the Supreme Court as conditions for the creation of commission positions. Requirements established by the Federal Constitution. Strict compliance to legitimize the exceptional regime of free appointment and dismissal. Judgment with recognition of general repercussion and reaffirmation of the Court's jurisprudence on the subject.
