Contracts in the public sector as a public policy: characterization

Resumo

The purpose of this essay is to show how public procurement undertaken by the public sector, in a context of administrative reforms necessary to adapt an economic and social reality that is constantly changing, is an important means to achieve public policies. Likewise, there is increasingly a call for the reforms undertaken to alter the dynamics of public procurement to be guided by moderation and by the positive formulas of interaction between the public and private sectors, in pursuit of overcoming financial crises by opening up the sector to a more democratic environment, one that highlights human dignity as the main focus of the debate.
