Legal analysis of service time acknowledgment and additional benefits in the civil police career in the state of Rio Grande do Norte

The opinion addresses a request by a civil police officer in the state of Rio Grande do Norte (RN) for service time acknowledgment and an additional benefit, considering previous employment periods in municipal administration and a state-owned company. This request, based on State Complementary Law No. 270/2004, was denied by the state administration, which cited the need for compensation between the state and the INSS (National Social Security Institute) and referenced Constitutional Amendment No. 20/1998. The opinion, however, argues that the applicant has the right to recognize this service time for retirement and benefits, as the cited compensation requirement is inapplicable to this case. Therefore, the administrative decision is deemed invalid and inconsistent with relevant legal principles.
