The sanctioning authority is the faculty that enables the state to take punitive action by means of its the administrative body to keep the control over the public order and to punish behaviors against the public interest. Within the norms that regulate the procedures for public procurement, there is a sanctioning regime which defines the sanctionable facts, the penalties themselves, the persons subject to such regime and the procedures to be followed.
