The administrative complaint required to promote a claim against the State is an obstacle

It is studied, from a comparative law and Uruguayan law perspective, how the administrative complaint needed to promote a claim against the State is an obstacle contrary to the principle of effective judicial protection. The starting point is that full justiciability and the admissibility of any claim against the State are foundations of a Constitutional State of Laws.
